
33-year-old Scott Spivey of Tabor City, North Carolina, died in his truck of a gunshot that entered the right side of his back on Camp Swamp Road in Horry County, South Carolina, on September 9, 2023.
The shooting occurred after an alleged “road rage” incident in which two men, Weldon Boyd and Bradley Williams, reportedly followed Scott for nearly 10 miles.It appears that Scott was headed home to Tabor City, as Camp Swamp Road is a common route that North Carolina residents use to travel to Horry County, Scott was less than two miles from the North Carolina border when he died. According to a witness who called 911 as the shots rang out, Scott told Weldon and Bradley, “Stop following me. Why are you following me?”
The Horry County Police Department immediately portrayed Scott as the suspect and Weldon and Bradley as the victims to the public, even though their own internal documents listed Scott as the victim and Weldon/Bradley as suspects.
After the state attorney general’s office announced they would not charge Boyd and Williams in the case in April 2024, Jennifer Spivey Foley, Scott’s sister, filed a wrongful death lawsuit against Boyd and Williams with attorneys Mark Tinsley and Natasha Hanna in June 2024.
Weldon Boyd is a North Myrtle Beach businessman and restaurant owner who shot and killed Scott Spivey in September 2023. He is a central figure in the highly controversial Scott Spivey case, which has raised significant allegations of police corruption and misconduct in Horry County, SC.
Weldon called 911 seven miles into the alleged pursuit, stating, “If this dude shoots at me we’re gonna put him down,” and later, as Scott turned onto Camp Swamp Road, he informed the dispatcher “Hey, we’re about to have a f***ing shoot out, dude”.In later recorded phone calls to his mother, Weldon admitted to being “on his (Scott’s) ass” and that Scott was “terrified”. Weldon claimed Scott aimed a gun at him and shot first.
From the moment he exited his truck after the shooting, Weldon began constructing a “self-defense” narrative, loudly proclaiming that Scott had fired first. He claimed he turned onto Camp Swamp Road to fix his trailer after Scott allegedly ran him off the road, but his 911 call contradicts this, as he he told the dispatcher he would follow Scott. Additionally, Camp Swamp Road was a full 5 miles past where he allegedly ran off the road and could have dropped some of the things he was hauling. .
No criminal charges were initially filed against Weldon Boyd, and the case was closed in April 2024. Prosecutor Heather Weiss from the state Attorney General’s office determined there was “insufficient evidence” for prosecution.
Kenneth Bradley Williams is Weldon Boyd’s close friend and the co-shooter in Scott Spivey’s death. The pair left Tractor Supply in Longs, SC and were reportedly heading to Weldon’s blueberry farm in Loris with a load of box fans and outdoor furniture.
At the end end of Weldon’s 911 call, Bradley can be heard yelling at Weldon, “Goddamn it Weldon, why couldn’t you f***ing leave him alone”
No criminal charges were filed against Bradley Williams either, and his part of the case was closed in April 2024 when prosecutor Heather Weiss made the “insufficient evidence” determination. Bradley is also named in the wrongful death suit filed by Scott’s sister, Jennifer.
Brandon Strickland
Brandon Strickland was the Deputy Chief of the Horry County Police Department (HCPD) at the time of Scott Spivey’s shooting death.
Strickland was one of the first phone calls Weldon made after he hung up with 911. At 6:29 p.m., Weldon asked Strickland to come to the scene “as fast as possible.” ” Strickland initially seemed willing but then called back, telling Weldon it wasn’t a good idea for him to come personally. However, he assured Weldon, “I got the right people, I got the people coming that need to come”. He informed Weldon that he was sending Detective Alan Jones, whom he described as a “good old good old boy,” to the scene.
His alleged involvement in the police cover-up to protect his friend, Weldon Boyd, led to his resination from the Horry County Police Department n in March 2025. HCPD officially stated his resignation was “while under internal investigation.”
Damon Vescovi
Damon Vescovi was a Sergeant with the Horry County Police Department (HCPD) who was fired due to his actions during the initial investigation into the September 2023 shooting death of Scott Spivey.
Vescovi, the second officer to arrive on scene, was filmed writing a note to Weldon Boyd that explicitly stated: “ACT LIKE A VICTIM; CAMERA”.
He then showed this note to Weldon Boyd, whose eyes were seen darting to the notebook and then around. This “smoking gun” evidence was discovered by LUNASHARK reporter and researcher Beth Braden in body camera footage.
Vescovi was terminated from HCPD on April 30, 2025.
Kerry Higgs
Kerry Higgs was the first Horry County Police Department officer on the scene of the Scott Spivey shooting on September 9, 2023.
After Scott Spivey was killed, Officer Kerry Higgs advised Weldon Boyd to “stop talking”. He explicitly told Weldon that, “The more you don’t talk to anybody and you kind of…it sucks to focus on whatever, but once the detectives get here, you’ll have a better timeline and chronological list of what happened”.
Higg is still currently employed with HCPD as of June 2025.
